In the lame-duck session, a bipartisan carbon tax will be introduced by key members of the House Climate Solutions Caucus. Florida’s Rep. Francis Rooney, Democratic delegation mate Rep. Ted Deutch, and Pennsylvania’s Rep. Brian Fitzpatrick are lined up to offer this long-shot bill. The Energy Innovation and Carbon Dividend Act would apply a $15-per-metric-ton carbon fee to the U.S. oil, gas, and coal industries, but rebate the revenue as a dividend to households.

With the loss of GOP climate champion Rep. Carlos Curbelo, both Rooney and Fitzpatrick quickly emerged as eager to move the climate ball in the upcoming Congressional session.
